A rather stupid question about a staff...

I've been wondering; are there staves of the expert Destruction spells? I mean the projectile ones, not the wall ones, as I am well aware that the wall staves are there.

And if these staves are in the game, what level do you approximately need to be to find them, and where did you guys find yours if you have found one?
