1. No. This was actually a source of debate. Is Blink too powerful since it doesn't make a sound when you use it. If it did, it would defeat its stealth uses. How loud would you make it. It's better that there is no sound.
2. I'd say precise. You'll never lose control of it. You can't accidentally transport inside of a wall and die. You move the cursor to a certain spot, and if it is clean you can transport there. Say you were outside and you wanted to transport inside. You couldn't do it unless there was a window open or something. Even then, I think it would just deposit you right near the window opening. I would watch some playthroughs of the Golden Cat. There's a particular one where there's footage of the Sokolov mission too I believe. You can recognize this by the image of Corvo transporting toward a broken wall. He then blinks again to a metal floor grate and uses his spyglass to look at two guards. This may be an example of upgraded Blink as well, but I'm not sure.
3. I believe you can, yes. That would actually be a very effective escape strategy. Freeze Time and Blink away if you need to.
4 & 6. When you upgrade Blink, you can transport even farther than your regular Blink. I don't know the exact measurements, but most of the videos on display use a Blink that is not upgraded. Is there a video that does demonstrate upgraded blink, Strife?
5. There's an introductory level before you gain Blink, which is given to you in a dream by the Outsider not too long after the intro. I'm not saying more to respect anyone that doesn't want to know too much, but if I had to guess hour wise when you get it---I'd say 1 and 1/2 hours into the game.
