Alright, The glitch im talking about is the one in the spiral stairwell inside the stone windmill at Solitude. Everytime I go to Solitude I have to kill three guards in there. I never get a bounty or anything its getting annoying everytime I go by there three red dots come up on my radar.

Because the only time anything remotely happens in solitude like that is killing Vic and the so called emporor.. Which is a Dark Brotherhood quest. And the other quests don't even actually happen in Solitude. (OR IM MISSING OUT ON SOMETHING)

Does this happen a lot or is this a non-known glitch what's the deal here?

they're not solitude guards, they're penitus oculatus agents and are hostile because that stairwell leads to an area you encountered them earlier. The only glitch is that they show up as hostile red dots but wont attack you...at least they dont attack me
