Help with file associations Win7 64bit

Okay, so i'm having a bit of a problem on my computer.

First I cannot check the ''Always use the selected program to open this kind of file'' button, it's grayed out. Guides to remove this problem is to change a thing in regedit that doesn't exist on my computer.
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\Explorer In there i should find NoFileAssociate but i'ts not there.

Secondly, to change a file i can write .txt or something in the end. If i remove the .txt it makes my file a ''file'' basically. a white paper icon (not like the txt). I would like to get rid of that. So i can change my files without writing .vlc .
I like to keep my movies or pictures with a simple name like = Sunset, instead of ''Sunset.jpeg'' Same thing with movies. = Skyrim dragonball! instead of Skyrim dragonball.vlc .

Have you tried adding that registry key yourself?

To remove file extensions, click the Organize button in your explorer bar, go to "Folder and search options", the View tab, and check "Hide extensions for known file types".

Windows doesn't work that way. though there is an option to hide file extensions.

Ok, i've managed to make the key, enabled hide file extension. Also i changed the value of the key to 1. Nothing's changed, ''always use selected program'' is still grayed out.

1. You need to create the key in two places

Created keys on both places, and changed the value. Restarted. Still grayed out.
