Where can I buy Scroll of Dead Thrall??

You can't buy a scroll for that, it doesn't exist. Do you mean a scroll for dread zombie, or the dead thrall tome? Those exist.

The only way to get the dead thrall tome is to have 90 conjuration and do a quest for the conjuration master at the college. Then you still have to buy the tome... it is rather expensive.

Yes it does.

A scroll exists for storm, flame, frost and dead thrall. I've only found a storm thrall scroll so far.

Oh.... Well I've yet to see one, and I sure haven't seen any for sale. I've always just found dread zombie and ____ atronach scrolls.

Perhaps they're levelled? There's many places you can find Fire Storm, Mass Paralysis, &c, but I could see why they'd limit the conjuration master spells to actual spells rather than scrolls, or limit the scrolls to lategame.

I found my scroll of storm thrall in my 20's, so I don't think so.

I've a feeling that they were added with dawnguard, I never saw those scrolls before dawnguard.
