Use a program such as EVGA Precision or Dxtory to limit your FPS instead.

I have Dxtory and have tried syncing the framerate to the recording fps limit but it doesn't work, there is a way to get these working together from what I've heard but I can't find out how. :(

If you're getting micro-stuttering due to over-installation of textures (very easy unless you have a video card with > 2GB VRAM), then you're not going to solve it with an FPS limiter.

That said, if you like tweaking graphics settings, you should be using http://downloads.guru3d.com/NVIDIA-Inspector-1.9.6.6-download-2612.html. You can configure profiles for every game, and get access to a lot of settings that are otherwise unavailable. It has an FPS limiter, and enough anti-aliasing options to make your head spin (though I use the Standalone SMAA mod now). I turn off AA & AF in Skyrim, and force settings through the Inspector. It also has settings for SSAO, though it's slower and less configurable than what ENB provides.

I have a Radeon6850 and use the 2k 2048px textures, I also have used TextureOptimizer to make every texture from every mod < 2048px. This micro stuttering is jerky movement in first person mode, its only when I walk forward, otherwise it's totally fine, strafing or moving diagonal is smooth as silk, I'm also hitting around 45-50fps consistently, it just feels like the games skipping frames, it makes first person mode unplayable which kills immersion for me. It's random when it happens too, it's so confusing.

Which drivers are you using? I had the exact same problem a while back where I had decent frame-rate/optimized textures/even lowered graphical settings and 1st person stutter still occurred. After a lot of tweaking I reverted back to 12.6 drivers instead of using the 12.7beta ---
It's worth a shot, it solved my problems.

I've gone off the beta now to the official 12.8, hopefully that'll fix it.
