I believe it's just called "Clothes". Similar to how Fine Clothes come in different colors, Clothes come in different colors.

You can find it anywhere clothes can be found, there is a hooded version and a non hooded version as well.

If it can be found in shops try checking Radiant Raimant in Solitude. They're always loaded with all sorts of different clothing options.

My first guess would be Radiant Raiment, but Halted Stream Camp is indeed the best place to look I'd say because there is a set there for sure.

Vendors will sell it randomly or you can just search homes, there is usually a lot of diverse clothes in dressers, wardrobes, and other such things. It's drop rate seems to be pretty high so I'm sure you'll find it.

The Solitude Clothes shop will most likely have it in stock.

Check in Radiant Raiment in Solitude. They have all kinds of clothing. If they don't have it, keep checking every other day.
