Memory Usage Problem (Maybe)

I'm currently experiencing CTDs and the culprit appears to be RAM usage. I'm not certain of that, so I'm hoping someone can clue me in. My setup:
  • Phenom II quad-core at 3.4GHz with 4GB RAM
  • dual GTX 550 Ti in SLI (1GB VRAM each)
  • Skyrim cleanly installed, patched and sitting on a separate physical drive from the OS (along with Steam and the rest of my games)
  • SKSE installed so that I can use Elys' MemInfo mod (displays memory usage statistics in-game, among other things)
I'm currently running on "High" settings with most of the tweaks from GeForce.com and from the Skyrim Enthusiast Tweak Guide. Running around inside and outside of Whiterun using vanilla textures, I peg a consistent 60FPS (the limit of my monitor's refresh rate), except at the top of the steps to Dragonsreach where it drops to 35FPS. I haven't tried the Markarth Walk-of-FPS-Death yet, but expect comparable results. Memory and pagefile usage stay below 1GB and the game seems to run pretty cleanly.

If I install the two Bethesda Texture Packs, I can run around on "Low" settings, but "Medium" or higher will not even let me completely load a saved game. RAM starts to fill up and, about the time it hits 1.2GB or 1.3GB, I get a CTD. If I remove the texture packs, everything seems to go back to normal. If I load in NebuLa's Texture Packs LITE from the Nexus, I get the same behavior (RAM fills to about 1.1 to 1.2 GB and then CTDs). When I take them out, the game runs fine. All in all, it seems that there is either something going on with my RAM or something funky about the way that Skyrim utilizes it.

I got Microsoft's memory checker utility, let it run passes for a couple of hours and everything came back clean, so I'm doubtful that it's the physical RAM sticks that are the problem. I thought that perhaps my graphics cards were trying to draw too much from the PSU, so I beefed it up and am now reasonably sure that isn't the problem, either. I just finished off a play-through of Fallout: New Vegas with all kinds of high-res eye-candy installed and had no issues aside from infrequent lock-ups on transitions. I'm without a clue at this point. If anyone can give me one, I'd be most appreciative.

Which OS are you using and is it 32-bit or 64-bit? The easiest thing to do is to provide a full dxdiag in a spoiler tag. That will answer that question, among others.

Here's the DXDiag. I note that it is showing 3.1GB of memory rather than 4GB. It's a Vista thing related to MMIO that can only be worked around if I add more RAM and go to 64-bit. My hardware will support it, but it's not an option as my Vista install disk is the 32-bit version. It does raise an interesting question, though, since I used the .ini tweak that lets Skyrim use 4GB of RAM. Perhaps scaling that back to the 3.1GB that is actually accessible might resolve the issue? Worst that can happen is that I'll go back to CTDs with the bigger textures and I'll be no worse off than I am now. Certainly bears investigating. Thanks for asking the question that sparked the idea.

{EDIT}Nope. That fix did not work. Interiors like the Sleeping Giant Inn or the Riverwood Traders rendered out OK. Quite laggy on load, but performance went to normal within a second or two. Exteriors at night worked OK, too, and memory usage sat around 1.1GB in both kinds of area. Riverwood exterior during the day loaded to about 1.2GB and CTDd.

Don't mess with those INI tweaks. The best option is to leave those at the defaults. On a 32-bit OS, Skyrim cannot use 4 GB of RAM at all without issues due to the fact that the kernel, and other core areas of the system, need something to actually function. If you have messed with the mapping of the memory, I'd suggest putting it back to the defaults as well.

The best option is a 64-bit OS, to be honest. With the texture packs and all for Skyrim, a 32-bit OS is kinda pushing things a bit.

Yeah, I kinda figured that the 32-bit OS was the bottleneck. I'm going to try to hold out until the $40 upgrade to Windows 8 in October. Just have to live without loads of eye-candy until then.

Personally, I wouldn't go near Windows 8. It looks like a train-wreck. I've heard something about being able to contact M$oft if you have Vista and/or 7 and they'd ship you the 64-bit version for a small fee. Not sure if there's anything to that, but it may be worth looking into.
