Headless Horseman in Skyrim.....?

I didn't even know there was a headless horseman in Skyrim until I ran into him.
It was near Dragon Bridge where I ran into him.

I thought it was pretty cool when I saw him the first time. I know you can follow him somewhere but as far as I know it isn't anything special. Just a cool NPC to run into.

I know his encounter is supposed to be mysterious and cool, but I certainly didn't experience that when I first saw him. He rode down a path, was assaulted by wolves, and I accidentaly pushed him off the bridge and got stuck down in the river.

I've found him several times but I only saw him stop at Hamvir's. There is a lot special about that place. It even respawns very quickly. I even tried to talk to him. I know, I know, he doesn't have a head...
I think his name might even be Hamvir. Wish I could find his head so I could ask him.

Some think its Ragvar the Red. Some say its Hamvir himself and the draugr deathlord is him or that its his body in the tomb behind the bars.
There's theories galore about him.

You see him more often if you don't fast travel and just wander. My first sighting was near the Reach then Whiterun hold. I followed him for 40+ minutes just to see where he goes, every time he ends up at Hamvir's Rest. Its an interesting easter egg to stumble upon for the first time.

My goal: to ride his horse. Have encountered the glitch where the horseman is chasing the horse. Goal of my Skyrim dream: to ride that horse.

Closest thing to that is the horse in Dawnguard.
