Question regarding the explosion of my Skyrim

So i know that as you add mods you're essentially upping the risk of Skyrim exploding. And so my Skyrim has decided to randomly explode to the point where it crashes before getting into the main menu, but what i'm wondering is if having a mod not active still counts towards the explosive factor, i would assume that it wouldn't, but Bethesda games tend to be a bit finicky in odd ways.
