Can Someone Tell me What Causes This?

Does anyone know what this is supposed to be or what's causing it? It could be a mod I guess. I don't remember it ever happening in the game til recently. I usually have to trigger a "Wait" scenario for the effect to disperse. I think it may be fog or mist, but in real life I live in a coastal area where there is LOTS of fog and I've never seen it look anywhere as weird as this does. This just looks like the graphics are going [censored] up, not like a natural weather phenomenon. So any ideas on how to fix it?

Mod. Either Climates or Realistic Lighting (the java one), both change weathers.

Looks like SSAO, probably from ENB.

colvax is probably expecting the SSAO to be there... The issue with the photos is how dense and sudden the fog is.

You don't appear to be in the Riften area, which has some fog issues, so I would say something is going wrong with your weather mods.

I see. I do use Realistic Lighting but I don't know what it would be conflicting with, if anything. I don't believe any other mod I use alters the weather.

I had this with SMAA, then I changed the steam fix to 1 in the injector.ini which fixed the problem.
