Depends how much emphasis you want to put on Sneak. If you want to just go for sneak kills, this is a very powerful build just by putting perks into Sneak and Archery. But it can get a little boring, because it's very easy to exploit the enemy AI (shoot, then hide until the enemy stops looking for you, shoot, then hide, etc.)
It's more fun if you don't use sneak kills so often, and have to use other tactics. There are a bunch of options. You can fall back on sword and board, dual wielding, summoned creatures, archery + kiting + potions, and so on.
I play this character with strictly no magic and no enchantments of any sort. I'll use a sneak attack to open up, then i'll fall back on potions to increase damage, damage+slow poisons, and sprinting away from the enemy to shoot them. I find Light Armour useful for those times when you do get hit, but if you're skillful you can get by with a minimal amount of armour.
Someone --- I think it's Asgard --- has a nice guide for sneakless archery on these forums. Worth searching for and reading.
