currently have like 3-4 perks in speech craft cuz it level 32 but besides selling all my junk in whiterun i have no idea how exactly to level it up

You buy and sell. A lot. The more valuable the item(s) you're buying and selling, the faster it will go up.

Any time you get the opportunity to persuade somebody, do it. If you can't persuade them, buy them off and your speech skill will go up regardless.

EDIT* Also, it helps if you have the Thief or the Lover stone. The Thief will make Speech and anything else in the Stealth field go up by 20%, but the Lover is more efficient because it makes all skills increase by an extra 15%.
