I have 100 in Restoration, and I've done all the other quests with the College. I've already been to see the Augur during the Mages questline. However, when I go down to his door this time, it just says "locked" and tells me it can't be picked. Is the augur still in the same place he was, or is there a different way in?

Are you sure you're going the right way? Are you in The Midden? In The Midden there are two things of interest-The Augur and the Atronach Forge. I think the Augur is in the Midden Dark.

If you're playing on PC, it should be a simple matter of unlocking the door with the console.

Nothing in the UESP helped here. I tried looking through the section on that quest. I thought it might have been a glitch. (I'm playing on console).

Anyway, I went into the Midden, then into the Midden Dark. I went to what I thought was Augur's door. But it's locked. This would have been the same door I went to during the other quest, where he opens it because I'm being "persistent".

Something else I find odd about this is that even when I select this quest as the active one, it doesn't give a waypoint on the map, even as I enter the Midden. Anyway, this must be glitched, since I know I'm at the correct door where the Augur was the first time, but it's locked, with no other options.
