Did Bethesda used their full potential to make Skyrim

Hello

So did Bethesda used their "FULL'' potential and skill to make everything their could, i mean only on the small features, that you can do in the game, and some them that are added in patches and DLC, or in vanilla. And that they spent more time when making DLCs on, more extended story, locations, quest, NPCs etc...
And i know lot of small features can be created with mods, but then, xbox360 and ps3 users won't have, that...

I mean like:

- Snow stick to you...
- More climates
- Better economy
- Build a house
- Better and large scale last battles at the end of some questline
- Footprints
- Better looking cities
- producing food on farms, not only pick them up and sell them to farmers...
- More commands for followers
- Better marriage system, not only your wife/husband siting home and do nothing...
- etc...

Small features
you name some...

Well, if the rumored dlc is true, building a house will be one of the features. As far as the other features, you have to take into account the power of the 360 and PS3. There is only so much they can handle. A lot of those features have already been added by mods. That is because the PC has the power to use them.
