I miss it terribly. I can't imagine it would be all that difficult to implement either. Just add a new hotkey that will quick cast whatever spell is assigned to your right hand (or left hand in case you're wielding a bow).

Still right hand for bow, you are using left hand holding bow and right hand for arrow. So technically it is your right hand unoccupied most of the time
