You can find the 
help "perk name" 4

(something like 0005fd6, you don't need to type the leading zeroes, for the help command the "" are necssary if the name has two separate words, multiranked perks have several codes).

And to remove one, just type

player.removeperk

never heard of a console command to add a spendable perk.
