So I wanted to do a reinstall of Skyrim to set it up using the STEP guide. I uninstalled the game via Steam, then went and deleted the Skyrim directory from steamapps to delete any loose files and the skyrim folder from my games to delete the .ini file.

I go to re-download the game and it gives me this "The Steam servers are currently too busy to handle your request. Please try again in a few minutes." It's been doing this since last night. BUT Steam is lying. I've tried several different servers to download it from, all the same problem. Also, I've been able to successfully download any other game in my list so I know it's working except for Skyrim. Something else is wrong here.

I do have the disk version of the game so I tried installing from that and all it installed was an installscript.vdf file to the Skyrim directory under steamapps and Steam said it was installed, even though it wasn't. I tried verifying the cache files when it said it was installed and it said the files were 100% verified except all that was there was the installscript.vdf.

Someone please help me out here!
