i have shout tastic but it seems to have a bug that everytime i shout the fire breath i takes more damage but the effect is a blue wave instead of fire its like im doing Fus ro Dah all the time so is there any other mods for this?

Sounds more like a bug than anything.

Unfortunately, I haven't heard anything like this before. You may need to start a new game to fix this.

Theres a mod called "improved dragon shouts" on the nexus,i dont got a link but you can find it also by reading lesser known mods thread...thats how i found it and ive had no problems with it so far.

its not a game bug its a mod bug i removed the mod and the Fire is now Fire again and no Blue wave
