The basis of this build is to become weaker, so you can be stronger. you weaken yourself intentionally to all spell types, but you get a massive boost to Blizzard, while (hopefully, i have not tested any of this yet.) regenerating enough health through health regeneration+fortify healing rate enchantments and histskin to survive the chaos.
This character will be a necromage. which, in theory will add 5 more seconds to blizzard's pummeling, as well as another small boost to it's damage to slightly make up for the frost resist. This chatacter will be using the Apprentice Stone for double damage output with blizzard, though double spell damage taken.

Alchemy is a must, with it we can boost destruction magic directly, and throw in our added weaknesses. when not about to cast blizzard we will be using it for our resists.
some example potions that can be used to boost blizzard:
Fire Salts+Ice Wraith Teeth+Chaurus Eggs=Weakness to Frost, Invisibility.
Dwarven Oil+Creep Cluster=Weakness to Magic, Restore Magicka
Glowing Mushroom+Nightshade+Wheat=Fortify Health, Fortify Destruction
Enchanting is a must if we are to get the maximum benefit from self enchanted health regeneration/fortify health.
Enchanting slots: Necklace ring and chest will all have fortify health/health regen enchantments on them. boots will have resist fire/shock. head will have fortify magicka/reduced cost for destruction.
Conjuration will provide us with the lovely frost thralls, wonderful tanks for us while we heal up inside the blizzard and even better, they are immune to the storm raging around them. In the presence of dragons, it will provide us with storm thralls, as we slap the dragon upside the face with lightning storm.
As stated above, this build will be a necromage. negating what will be a small part of the potential blizzard will have for us while at the same time boosting it, and all of our survival enchantments. Restoration will keep us healed once the blizzard has been cast.
The cons of this build are many:
-Have to carry around a good amount of potions,
-may have multiple sets of clothing (100% free for conjuration spells, for example, for the thralls).
-repetitive gameplay, however fun and awesome blizzard can be, it will probably get old.
