There's a mod that lets you summon a dragon hatchling. Other than that, no idea.

He was BSing you. Dragons are not 'born' in TES, they just exist.

The dragons in Skyrim died a long time ago. They are being brought back to life by Alduin.

Not all of them obviously. Some where just 'missing' not dead. But most were brought back by Alduin.
