I tried looking for my answer elsewhere and couldn't find it.

I had a character leveled up to max level before any dlc came out. After I reached that max level, I was still increasing my abilities, i.e. heavy armor, two handed, etc., but obviously my characters level was capped out and wasn't going anywhere. Now that I have the latest patches and DLC installed, I am able to level up my character more which is awesome, but some of the skills I use regularly are already max level and I lost out on utilizing those abilities to help me level up.

Why was I not awarded the extra levels/ability points? This is a major concern for me since you need to be like 75-80 for the legendary dragon achievement.

Is my only option to restart with a new character? Am I screwed?

The maximum attainable level is 81. You can only get there by raising ALL your skills to their maximum.

If you can Get more then that, that's a weird Glitch, it's up to you to start a new one, i don't really know
