Well while i was in Dragonreach i was going to buy the house when Mila Valentia runs in chasing Lars Battle-born with all the guards after her. they continue to have an epic battle right on top of the Jarl and then to the court mages room where he was killed by friendly fire. they continued their epic battle untill the two kids ran out

no but i have come across child merchants wandering the reach before. thats the closest i've come to it.
