so lets expand the list what crimes have you committed that when you attempted to surrender after and pay a fine did not bring up any option to and all guards kept on attacking

Yep, I tried to raise the headless corpse of that guy as a headless zombie. The spell did not work of course, but those guards got very angry and cut me to pieces.

1) Punching a goat
2) Punching a Cow during a Brawl
3) Trying to get Sanguine to attack a guard manually then raging and enabling God Mode and punching everyone in sight
4) Talking to a Thalmor Justiciar
5) Attacking the Jarl with the Ebony Mail on (Poison Effect makes guards aggro)

Using Healing Hands on a guard being attacked by a vampire in Dawnstar. They put me down for that.
