Are these perks worth it?

The recovery perk (restoration). Magicka refills faster or focus strictly on enchanting fortify magic gear?

The mage armor perk (alteration) worth it for robes (stoneflesh) or would I be better off smithing?

The magic resistance perk (alteration) or should I focus more on smithing?

I'm using a Khajiit mage focusing mainly on Destruction, Conjuration, and Illusion. Starting to have quite a challenge not running out of mana possibly due to me not leveling up enchanting early on. I am using mage robes, plus some elven armor I found questing.

Also J'zargo who is my follower has some kind of bug where he unequips his weapons, remains unarmed and levitates towards wherever I walk. Any fix for this?

Here is my http://skyrimcalculator.com/#185749 so far. I have The Black Star to help out with enchanting and am going to acquire the Sanguine Rose for extra backup. Is it too late for me to turn things around or did I screw myself over? Any tips or suggestions?
