Skyrim PC Lag

Hi guys. I recently started playing Skyrim on the pc. I'm usually a PS3 user. When I first started Skyrim, everything was working normally. I thought that I'd be able to play it normally. But when I got to the part in the intro where I'm supposed to fight, there's a horrible lag. Well actually, not really lag, but more like late response.
When I try attacking and clicking the left button on the mouse, it would be about half a second or so until my character would start swinging his sword. Same goes for when I try blocking. It's not the frame rate. I can see every animation on the screen but it's just late. When I'm on the menu or something, the mouse response is fine, when I move it or click it. It's just when I'm in game.

If it's necessary, my PC is from Toshiba, has an i5 processor core, Windows 7 64bit, 4gb ram, and 500gb hard drive.

Please help me and tell me what I can do to fix this.

Check your graphics card control panel, and try reducing the number of 'pre-rendered frames' setting...that has a bearing on response speed for peripherals such as mouse, keyboard etc.
