[bug]: Thunderstorms not starting properly

I've had this issue for a long time now and since I haven't been playing Skyrim due to mainly mod betatesting I figure sooner or later I might start playing and I would probably rip my hair apart in the end due to this bug I'm having.

Right, the problem is that whenever I'm outdoors and the weather changes to thunderstorm or I test using the "sw" command to let it start transitioning to thunderstorm, the rain and dof etc setting starts as they should BUT the flashing and thunder sounds never starts. But if I use the command "fw" that forces the weather without any transition occuring, it works and also if I go indoors and back outdoors while it has changed to the thunderstorm ID, the flashing and thundersounds will then work as well but it never works if staying outside when it's transitioning to the thunderstorm ID.

Things I've tested:

- Verified game cache files
- Disabling all mods
- Started a new game
- Tested thunder related mods such as Immersive Thunder and Minty's lightning mod; Minty's lightning mod which adds its own kind of flashing and thunderbolts works fine except there's no thundersounds played (except for the closeup lightning strikes added by this mod)
- I'm using the latest skyrim version 1.7.7.0.6

Will the only solution for me be to make a script that checks if there's thunderstorm weather and if there it, it forces it (similar to using fw command) at which the game should start playing the flashing and thunder sounds. Can any1 in that case help me what I should write as I'm not familiar with the scripting with all the commands/events etc that exists.
