so i bought an orcish boots of the ox and when i go to disenchant the boots of the ox it says the enchantment is already known but my current enchantment goes up to 25%. im using the black star with a grand soul in it

When you disenchant something you don't get the magnitude of the item you disenchanted, you learn the base enchantment.

so i cant get the highest lvl enchantment on anything?

That may be the max because when I enchant Fortify Smithing/Alchemy 25% is my max with Enchanting 100 and all the perks except Soul Siphon and Soul Squeezer. Odd that it gives a %-age. It's been a while since I've enchanted anything with Fortify Carry Weight, but I got a numerical value (37 more whatevers). It's possible the 37 is 25% more than my standard carry weight, though.

I think you can get it up into the 40s with 5 pts in Enchanter and a point into Insightful enchanter.

Edit: Scratch that, I believe you just need 5 pts in enchanter. Insightful Enchanter only affects skill enchants

Well, I've got all the perks except for Soul Siphon and Soul Squeezer and I only got 37 without Resto Glitching a Fortify Enchanting potion.

my enchanting lvl is 81 and ive only got enchanter and insightful enchanter

Just doublechecked, you are correct 37 is the max you can 'self-enchant' for fortify carry weight without potions and gear

Unless it goes against your RPing: I'd go ahead and try to grind it up to 100 before you start enchanting your gear. Of course, you can always enchant new stuff when you hit 100 and sell the old stuff. At 81 it'll probably sell for more than most vendors have, anyway.
