Has anyone else had any problems with the Khajiit Caravans?

For some reason they either -

• spawn without tents, standing around staring at each other but still have the option to sell to them
  
• the tents spawn but the traders themselves fail to show up
  
• some Khajiit turn up while others don't - for example everyone but the actual trader turns up or vice versa

Though its not actually game breaking its rather annoying, this is also a recent problem which I have never experienced before installing the 1.7 patch so I would imagine it may have something to do with it.

I have reloaded past saves to see if it had any effect, but 30 minutes into that save and it happens again
I've also removed and reinstalled the game to my HDD as well as deleting the patch and reinstalling it.
I may remove the Patch entirely and see if that has a permanent effect.
