Are the NPC's in 1.7 buggy?

Just got back playing after 2 months and noticed several bugs with the NPC's in the latest patch... to name some they pop out of nowhere at times, teleport from one place of the room to another, they suddenly vanish and some other minor things that i can't help but notice... is this due to the so called "AI optimization" beth did in the latest patch?

I noticed that a while back can't remember what patch and I would assume that it is because of the AI optimization. I figure it is opposed to them getting hung up on stuff in the environment. Do you ever get NPC's patrolling on the road stuck on terrain?

I do get random encounter npc's stuck does that count? to be precise 3 Imperial Soldiers/Thalmor escorting a Stormcloack prisoner or a Guard escorting a nobleman on a horse, these encounters get stuck on the road or wherever i encounter them when i save then reload that save.

A good example of teleporting NPC's is with the companions on my new character, i went out back of Jorvaskrr and boom 3 of them popped out of nowhere in front of me lol

How ironic that the more they "Optimize" the AI the stupider it gets
