The skills needed to create a mod depend on what you want to accomplish. If you're making a texture mod you'll need some skill with a graphics program like Paintshop Pro or Photo Shop. If you're making new models or altering existing models you'll need some skill with a modeling program like 3DS Max or Blender. The
amount of skill needed to pull these things off successfully also depends on what you're trying to accomplish. Some textures are easier to make than others, some models are easier make or alter than others. It's impossible to answer your question with generalities. Modding is a vast field. It's a bit like asking "What skills do I need to make a movie?" The answer to that question depends on what aspect of movie-making you're interested in. It's the same here.
Knowing how to script is not necessary to make a mod,
if your mod does not require scripts. Again, it depends what you want to do. A great many mods don't require any scripts. I've made quite a few smaller mods for Morrowind, Oblvion and Skyrim and I know almost nothing about scripting.
There is a learning curve to handling the editors that come with these games. I know I didn't get the hang of it overnight. It took me a few weeks to understand what I was doing when I first learned to use Morrowind's Construction Set. A layman can certainly do it, if he or she has a mind to do it. With a bit of persistence you can learn to do all of the jobs reuired to make a mod. We all started as beginniners. If you really want to learn, and you are willing to apply yourself, you can do anything that is required in modding, eventually.
