The next TES game will be TES VI. TES IV was Oblivion.
Ultimately being interested in ESO or not really comes down to if you ever wanted to play a TES game with friends. This is finally the opportunity to do that, and while it may not be an exact replica of Skyrim, it certainly hopes to be a TES game in every single right that is possible.
The whole idea of being able to explore all the provinces of Tamriel (with faction restrictions understood) while being engrossed in a war of epic proportions being waged between three very different factions for the Imperial Throne is very compelling to me. It will inevitably come down to whether MMORPGs are something you are interested in or not.
If you have the opportunity, assuming your computer permits it, I would at least try to get into the beta and try the game that way. If you like it then perhaps you should try and invest into a new computer. If your PC can't even run the ESO beta, as you seemed to struggle with SWTOR open beta, then perhaps you should try a friend's.
