They were probably used for when the devs were testing the game. They aren't supposed to be for anything else unless they are for the game to have some way of having the references for maybe a leveled list or something of that sort.

I was looking for this topic....I just bought one as well from Acadias Cauldon too. I'm gonna hold on to it for now though. Have you tried dropping it? Give it a shot.....it floats above the ground in front of you and sometimes glows funky colors.

They are the containers that store merchant's inventory. All merchants in the game have one.

It's a glitch, something the devs used during testing probably.

My technical explanation of what purpose they serve. Possible small spoilers, so I'll put it in a tag.

Spoiler
The DO NOT DELETE objects are Miscellaneous Items (an object that cannot be equipped or used) that are placed under the floor of certain shops. They aren't containers, despite the fact that they use the chest mesh.

Basically, they're placed in every shop which is a possible location for the Thieves Guild radiant quest "The Numbers Job". This quest involves the game picking a random shop in a random city, and making you tamper with the business ledger there. The game chooses a location and fills all the aliases appropriately, then adding a script to the ledger it's chosen. In addition to making the quest stage change, this script also uses the http://www.creationkit.com/SendStealAlarm_-_ObjectReference function on the ledger's linked reference when activating. The linked reference is the DO NOT DELETE chest, which is owned by the owner of the shop. With a base value of 200, this causes nearby NPCs to react in a huge way and attack you, calling you a thief, as if you just stole 200 gold worth of items. The same applies to the lockbox nearby, activating that also runs the http://www.creationkit.com/SendStealAlarm_-_ObjectReference function on its linked reference, which is also the DO NOT DELETE CHEST.

So, the items exist for that purpose and that purpose only, to make NPCs react to you tampering with their ledger. However sometimes the game can take the chests as an item that should be sold (as the item is set as owned by the shop), which allows you to purchase the item. No real harm will come from this, apart from the aforementioned quest not sending the crime alarm properly.

That wasn't worded the best way, but it's late and I hope it helped some of you anyway.

According to http://elderscrolls.wikia.com/wiki/Do_Not_Delete, the chests exist as a means to keep track of how much barter gold a merchant has. This is why you can pickpocket a merchant and his/her barter gold doesn't decrease. In addition, you're apparently able to drop these in dungeons and use them as ledges to reach areas that can't get gotten to normally since they float in place.

The idea put forward by SomeWelshGuy also seems to be pretty sound to me, so it could be for either purpose. Interestingly, there's a list of places where these DO NOT DELETE chests have been found on http://elderscrolls.wikia.com/wiki/Do_Not_Delete, and I'm not sure whether they all correspond to locations that have a ledger - though I know for a fact a lot of them do.

I don't believe a word the unoffical wiki says unless it has a strong source. The sheer amount of stuff the editors make up while writing the article amazes me.

I was under the impression that Bethesda themselves use the unofficial Wiki as a means of keeping the lore of their games consistent - so there is a certain level of trust invested in sites such as these. As stated, it's not an 'official' explanation - just an alternative possibility, which may or may not be true just like any other theory posted up on this page.

Nah, as far as I know Beth's only site is this Forum and Bethblog. Honestly, UESP is a better source of info.

Yeah, the explanation on that wiki is incorrect.

I'm right, trust me.

Those are the floating chests, correct? They're very interesting. Sometimes the vendors sell them because of a glitch. I believe you can find some of them by clipping through various walls. Think of them as mega-paintbrushes (Oblivion Reference).
