Shouting cooldown timer

Does just raising restoration decrease the timer? Or is there a specifc way to reduce it?

Only amulet of Talos and Blessing of Talos. There is an incorrect listing of 0%, but the effects work fine, 20% less.

Usefulness
  • Necromage affects those infected with http://elderscrolls.wikia.com/wiki/Vampirism_%28Skyrim%29. The game tags vampires as undead, making all spells/effects/buffs cast on oneself have greater effect. Only armor and jewelry enchantments are affected, not penalties, spells cast on self, or weapon enchantments. This means, for example:
    • Enchanted equipment stats will improve somewhat. 100% magicka regeneration can become 125%. This also allows crafting to be improved considerably, as any fortify alchemy or smithing gear will gain a 25% bonus, which in turn can apply to the creation of other fortify potions, such as enchanting elixirs.
    • Shouts last longer, and cool-down is improved.
    • http://elderscrolls.wikia.com/wiki/Dead_Thrall can be cast on undead past the level 40 cap.
    • Conjuration summons will last longer.
    • A negative effect is that weakness to fire increases by 25%. It is wise to offset this with resist magic or fire enchantments even more than already if choosing to play a vampire with Necromage. The Dunmer fire resistance perk will improve and allow vampires to offset the increased weakness naturally.
  • Casting the http://elderscrolls.wikia.com/wiki/Guardian_Circle and standing inside its area of effect can be used to create a magicka-regenerating pool in synergy with the http://elderscrolls.wikia.com/wiki/Atronach_Stone or the http://elderscrolls.wikia.com/wiki/Alteration_%28Skyrim%29#Perks.

Yeah, I've seen a few things about it though, one being a vampire, one just using fortify restoration potions. I'm not sure if it's just the restoration skill as a whole that helps decrease the time or if it's specifics.

Cool, I always wondered why it said 0% cooldown reduction. Good to know it actually works.

The Morokei Mask is also supposed to reduce the cooldown of Shouts by 20%, but it's enchantment was improperly assigned,

Decreasing Shout CD time / Unlimited Dragon Shout

As far as I know there are only two ways to decrease shout CD: 1. Blessing of Talos(20%) 2. Amulet of Talos(20%). And they both are effected by various enhancements, such as: 1. Fortify Restoration from potions. 2. When the player is a vampire and under the restoration's perk "Necromage". So these provide the possibility to create 0 sec CD. For example:
1. With only Amulet of Talos a player needs a 400% Fortify Restoration Potion.( 20*(1+400%)=100 )
2. With both blessing and amulet of Talos a player needs a 150% Fortify Restoration Potion. ( (20+20)*(1+150%)=100 )
3. With both blessing and amulet of Talos a vampire+Necromage player needs a 80% Fortify Restoration Potion. ((20+20)*(1+25%)*(1+80%*(1+25%))=100)
So even if players don't have any skills from Alchemy/Enchanting, a player with vampire+Necromage state using a Elixir of the Healer (50% fortify restoration) will obtain about 81% decreasing CD. ((20+20)*(1+25%)*(1+50%*(1+25%))=81.25, by using console "player.GetActorValue ShoutRecoveryMult" get a number "0.19" in the game.) "

So if you have the Necromage perk, and then become a vampire, your own spells work better on you? That's cool... maybe one of my characters should give vampirism a try.

Question, though... if you drink from someone, do they die?

No they wont and ok ty.

So I guess I'll just stick with blessing and necklace.
