So I spent a week getting up to level 46 so I could get the strongest version of the nightingale blade and then i cant temper it! WTF

The Highest level version is bugged, beth hasn't officially fixed it yet but an unofficial fix is available.

It's the same for everyone, doesn't matter what system you're on for something like this.

Anyways, if you can load a save from level 45 and do the quest you can get a temperable version. Hopefully that's an option and won't set you back too far.

From here on out you should probably start using around 5 or so saves and save on the oldest one first. When you have a save from a couple hours ago it's better to just redo what you did in that time than be completely out of luck.
I use 5 saves and had to go back and redo about an hour and a half of stuff once, but at least I didn't have a glitched game. It's a good idea to have many saves on pretty much every game Bethesda makes.
