What player level do bears start to show up?

I'm playing a new game as a merchant who is setting up trade routes between the towns and cities of Skyrim, and I thought level locking at 1 would be more than sufficient.

However, in my "30th" day in Skyrim, I've yet to see a single bear. I've seen a saber cat at the abandoned shack near Windhelm, but that's about it for "aggressive" animals. In fact, I don't see cats outside of Whiterun at all.

Needless to say, it's been a rather boring game. Wolves and iron-clad bandits is about as aggressive level 1 has become, and for me to do better, bears would be very helpful.

I've read level 10 "officially" unlocks the game, so is this the level I need to stop at or can I stop earlier for bears?

This is odd. I think you should be able to see them even at level 1.

Go to Honeystrand Cave (http://www.uesp.net/maps/srmap/srmap.shtml?centeron=Honeystrand+Cave) and see if you can find some bears there.

This might have been about Dawnguard. In vanilla Skyrim enemies level up with you long after you pass level 10, and some quests require a higher level to unlock.

I know there are bears in caves, but I'm more concerned for the area around Riften. Usually, there are bears on the side of the road, but at level 1, it seems this is a bit too early given how many there usually are.

I can do level 10, but I'd like to keep my lvl as low as possible but still get the benefits of more animals.

I can't seem to find this info anywhere online. The best I can get is bears are level 12.
