Tonight I was on a trail just south of Riverwood when I ran across an npc labeled "scavenger" that was wearing mixed Stormcloak and Imperial gear. After I killed him I noticed several imperial and Stormcloak bodies scattered around.

I've been playing steadily since last November and this is the first time ive seen this. Has anyone else encountered this?

I've encounterd that a few times, Usally near the place you describe

Of course i had to teach him some manners, at the point of my dagger in his throat.

Just like the 3V3 skirmishes between the legion and stormcloaks, I've seen him many times. At low level, he's quiet powerful.
