I hope not. The idea does not really appeal to me.

Being a High King or a Jarl sounds boring, and I don't think a Moot DLC would really be worth the time and money it would take to produce it.

I doubt it very much. Considering this is the province of Skyrim then I expect the high king to be a Nord. The Dovakiin can be any race the player chooses.

I would like to see a dlc that introduces a new king for the Empire. Maybe a dlc that takes us to Atmora to find a new Royal bloodline would be good
