Sometimes I find lights that flicker when I turn or walk by:

at 0:08 i deactivate ENB for a while to show it has nothing to do with it.

What is this?

Looks like you have a few mods in that scene.

Flickering lights are due to the game only being able to render four shadow casting lights at once. Most likely you have a few mods that add more lights and cause issues.
