Actor needs to stay tied up, and force-greet the player at t

So, I have a situation where some prisoners are tied up. The idea is that the player can sneak to them and speak with them without alerting the entire area. However, I completely overlooked a few things. Mainly that when sneaking, you pickpocket instead of speaking. So the player can't talk to them without standing up, and being detected.

Can I either make it so that the player talks with them upon activating them (instead of pickpocketing), or is there a way I can cross breed a travel package for 'stay at this captive marker tied up', with a forcegreet package? So when the player sneaks up to them, the prisoner starts the conversation automatically.

I'm pretty sure once you talk to an NPC, everyone nearby will be alerted regardless, so I think having the guards around at the time would be a mistake, since (IMO) it's not gonna work.

So... what if you include an objective where you have to distract the guards? You could even do the classic "http://tvtropes.org/pmwiki/pmwiki.php/Main/MuggedForDisguise" thing, where the player ambushes an enemy and takes their clothes (using a New Vegas-style faction-changing outfit). Then, once disguised as the enemy, it's just a matter of going up to a guard and telling them that the boss wants to speak to them or something. You could even throw in a Speech check for some added challenge.

Then, once you're alone with the prisoner, you can do whatever it is you need to do for your quest.

The issue with that is that it's not captives in the 'guards' territory. It's the docks, and bandits took over it and tied the people who live there up. So there isn't a distinct 'faction' to disguise as, nor a 'boss' to go chat with.

Maybe the people wont talk to the player then, and the player just sneaks by. Could I have a forcegreet that doesn't actually go into dialogue? If it's a blocking topic marked goodbye, then they can just whisper to the player as they approach. That would still work. I just need to mix the packages. Unless them saying ANYTHING would alert the guards.
