I remember either a big thread or a sub forum for DLC. Am I going insane.

If not, is there going to be any BIG DLC for skyrim, like Expansion big? Or just Dawnguard sized?

There's just a sub forum for each individual DLC. When they announce this next one they'll probably put up a new one.

You are probably thinking of New Vegas, the boards over there had a separate forum sub section dedicated to DLC. It is gone now though :/

No, there's no DLC forum but there really should be.
