I was reading an article on the speculations of the Dragonborn DLC, and it mentioned Telvanni Tower which is in Vivec City according to uesp wiki, but the articles are saying the DLC is most likely to be in Solstheim, don't know if I'm the only one confused by this,

There's a thread for this. It's a Telvanni Tower, not the Telvanni Tower. They can always build new things.

There are many Telvanni Towers. The one in Vivec City is not even very representative.
We will see something like that on Solstheim:
