Checking if a Jarl is actually a Jarl

So I'm working on activating/finishing Rogue Wizard and I've run into a (very) minor hiccup that I'd nevertheless like to straighten out.

That quest has a nifty little thing Bethesda voiced dialogue for- while it's running, you can go talk to the Jarl of whatever hold the Rogue Wizard you've been sent to kill is threatening, and be able to tell them that you're going to take care of the problem. To find the Jarl of a hold, it checks the following conditions:

1. Is the person in the Hold? (The hold has already been gotten by a location alias lookup on whatever dungeon it randomly picked).
2. Are they in the faction "JobJarlFaction"?
3. Do they have keyword "JobJarl"?

And this works well under most circumstances.

But it seems to break down if a deposed Jarl is living in either Windhelm or Solitude. This just happened in a test to me- Ulfric was Jarl of Windhelm, but I was directed to talk to Laila Law-Giver instead, who had been deposed from Riften and was living in the Palace of the Kings.

Anyone know what condition I might be able to add to the above check to verify a Jarl is actually in power and not living in exile?
