Is it possible in Skyrim to give crime gold to another actor so they guards runs after them etc? I know it was possible in Oblivion, but here in Skyrim when I click on them and type "set crimegold 100" it just gives me 100 in bounty.

Don't think it work, did not think that worked in Oblivion either unless you used console commands.
However you had some npc in Oblivion who stole from other, city swimmer in Bravil and Shameer in Skingrad is most known.
