I my opinion one of the best things in TES series you do not need anything to use something if you find it if any developers read this please do not put any req. for items. I have some ideas for it

1. Make optimum levels for equipment like Iron - 10 Steel - 20 if we are bellow 20 iron will protect better than steel

2. Make smithing and armor finding very hard

FFXIV did this. It worked pretty well. You CAN equip anything, but if a level 10 equips a level 50 piece of gear it's going to 1) degrade much faster and 2) provide significantly less protection than normal. You're really better off using something in your own level range.

Well based on earlier and todays new info you will lvl up weapons as you use them. So you might be able to equip any weapon you just won't be proficient at it until you lvl it up.
