i seen online that you can using the plate trick, but they never seem to show were it is and how to get into it. does any one got any directions to where is it at.

AFAIK, it's in an undisclosed location in the aether under Skyrim's surface.

All I've ever heard about is the Console Command used to get there, I have heard of no other way to get there. Frankly, I'm pretty convinced that the Console Command is the only way to get there. One of the little perks to playing on the PC instead of a Console.
