Is that to be taken literally? What about blocking with 2Hers? This does not seem to be specified in either of the wikis I have dug through (http://elderscrolls.wikia.com and http://www.uesp.net). Thanks!

I honestly can't confirm this, but I believe it raises your Block skill in general, as it would with any other skill. This leads me to believe that it affects blocks with any weapon.

It works for weapons and Shields both, but the percentages listed are wrong...1st rank is 10% with each additional rank adding another + 10%
