Re-installing Skyrim & DLCs : V

If I decide to get a new PC, how do I reinstall Skyrim, the high res DLC, Dawnguard & Hearthfire?

Skyrim itself should be ok as I have the disc but the other 3 I downloaded via Steam store. Do I need to download again and if so will I be billed again? Thanks!

No you will not be billed again, once you have paid for it the once you can download it as many times as you like to your account at no extra charge. The only charge you may get is from your internet provider depending on your download allowance and whether you exceed that. I assume you would have unlimited though as you use your computer for gaming.
