Dawnstar guards never respawn ?! Even after 50 days +

I killed all the guards a while back, even those in the barrack, there's not a single one left in the city.

Since then, they've never respawned.. I've waited more than 50 days, been doing lots of quests, but yet they still didn't respawn, I had to take their weapons on the ground because it didn't despawn.

Any idea if there's a way to trigger the respawn ? Is there a quest that makes them respawn ? ( Don't say the imperial war thing because it's already done )

Note that I play on 360.

Make sure you do not re-enter the cell during that time. Re-entering the cell will reset the timer and the timer will begin its countdown all over again.

No. They're called Dawnstar guards. I didn't kill any of the NPC's ... I just killed all the regular guards..

Which is why it's weird.. It looks like somehow the respawning trigger has been [censored]ed

That's exactly what I did.. And that's why I don't understand WHY they won't respawn.. I mean a city without any guards is kinda stupid.. And besides if dragons attack or vampires.. some NPC's might get killed if there's not any guards.

Lol'd. When you put it up that way, it does make sense.

Skyrim is a realistic game after all.. isn't it ?

Wow is this a known thing because i thought all guards respawn at least generic normal guards even if you did kill them ?
