I've had the 'War of the First Council' book stuck in my inventory for who knows' how long and since its a quest item I can't remove it/place it anywhere. Any procure book task that requires this book 'War of First Council' (which for some reason is a popular choice) will bug the quest and the quest will also stay remained in the quest log due to the quest item 'book' already being in the inventory. When the procure 'book' quest is started it doesn't take inaccount that the item's already in the inventory and flags a location where to obtain it. When you come accross the location 'chest' which has the book in question, its not there, since its bugged in the inventory and CANNOT BE REMOVED.

IF Quest Objects had their removal restrictions taken away this can and will possibly fix the bug.
